Ethiopia introduces Social Welfare Levy Tax on Imported Goods

Authorities are collecting a 3% social welfare levy on imported goods.  

It was back in August 2022 that a new social welfare levy was introduced by the government through the Social Welfare Levy on Imported Goods Regulation No. 519/2022.

With a 3% rate, the social welfare levy applies to all goods imported into Ethiopia specified in the customs tariff with three exemptions. According to Article 6 of this Regulation, social welfare tax is exempted for:

  • Persons and organizations with diplomatic privileges;
  • Goods that are subject to sur-tax levied under the Import Sur-Tax Council of Ministers Regulation No. 133/2007; and
  • Goods exempt by a Directive to be issued by the Ministry of Finance due to social and economic reasons.
